On Sunday 1st December 2019, Anthony Metzer QC and Nicholas Wayne hosted a very successful event at Goldsmith Chambers for a delegation of four senior lawyers from the Attorney General’s Office in Sri Lanka.

The event began with Anthony Metzer QC giving a presentation on UK anti-money laundering laws, specifically focused on drug offence cases. This was a thorough overview of the background of the money laundering legislation and the issues the UK currently faces with organised criminals in the drug trade, the process of money laundering, the basic offences created by the Proceeds of Crime Act 2002 and their application, and the process of confiscation employed by the criminal courts post-conviction.

This was followed by a workshop held by Nicholas Wayne, looking at three scenarios he had created relating to drug dealing and money laundering offences, for which the delegation were to draft corresponding indictments. This prompted vigorous discussion around the theory behind and the thought that goes into drafting a robust indictment, which could be implemented in Sri Lanka. This was extremely well received by the delegation, who expressed an interest in maintaining contact after the seminar in order to continue their development of this crucial prosecutor’s skill.
